There are limited arrows in each level, so use them properly to free a person without running out of arrows, in some levels you must shoot arrows to get extra arrows for that particular level. As you progress each level will be more challenging and will have obstacles which will block your arrows from reaching the rope, but you have to shoot your obstacles to aim and shoot the rope. Clear all 30 available levels and win the game.
